Uva and devolutionary politics

The Uva provincial Council has been won by the SLFP. Though officially the candidates contested under the UPFA it was SLFP all the way from the day of nominations and the other constituent parties except of JNP of Wimal Weerawansa and some Tamil parties were not to be seen in any of the two districts Badulla or Moneragala. Even the JNP did not support the SLFP in Badulla having decided to go it alone in that district. However, what has to be noted is that in Badulla district the SLFP (UPFA) polled more than 51% of the valid vote in the Badulla district. In the Moneragala district the SLFP obtained around the magic number two third of the vote.

It is clear that at a Presidential election the SLFP (UPFA) would obtain much more than the required percentage of 50% both at Badulla and Moneragala. If the SLFP could poll around 51% in the Provincial Council elections at the Presidential elections where the candidate would be none other than Mahinda Rajapakse, whatever Sarath Silva has to say between now and then, and what the good governance Bhikkus have to say on the common candidate , no soothsayer or a so called Political Analyst is needed to predict the outcome. Ranil Wickremesinghe is no match for Mahinda Rajapakse and the Rajapakses would be there at least until 2020.

It is true that the UPFA did not do well at the Uva Provincial Council elections compared to 2009 elections. However, 2009 elections were held soon after the Nandikadal victory, and it cannot be considered as a normal situation by any stretch of imagination. The 2014 elections have to be compared with that of 2004 and the SLFP has not lost its mass base during the last ten years.

Even then it has to be kept in mind that the Nandikadal victory continues to influence the decisions taken by the people at elections and the SLFP receives the nationalistic vote that was in favour of defeating the LTTE terrorists in 2009. It is not the norm that the party that “won a war” should be returned to power soon after the war as Churchill would have confessed in relation to the Labour victory after the so called second world war.

The English voters and the others did not think that Churchill was fit to govern England and its colonies not only in British Isles but in the rest of the world. Most probably if Churchill came to power India would not have gain independence from the English and the voters in England and its colonies in the British Isles did not want to continue with the “empire” on which the Sun never set.

What is important to note in Sri Lanka is that the Sinhala people as well as the Tamils living outside the Northern Province do not endorse the 13th amendment. It is only in the Northern Province, if at all, the people may be in favour of the 13th amendment, but there is no clear cut verdict on this. The TNA and the Illankai Tamil Arasu Kadchi (ITAK – so called Federal Party though ITAK means Lanka Tamil State party) appear to be the only parties (ITAK is a constituent of TNA) that are in favour of devolution of power to the Provincial Councils more than that is envisaged in the thirteenth amendment as even the APRC (All Party Representative Committee) members somewhere in 2008 signed a document to the effect that the relevant clauses of the thirteenth amendment would be implemented, clearly implying that not all the clauses of the said amendment would be implemented.

This incident took place after a  stormy session of the APRC where devolution of police and land powers to the Provincial Councils was discussed. The APRC could not come to a decision as there was no unanimity regarding the issue. However, India had wanted some kind of statement on the issue and finally the APRC members and the Party leaders met with the President to “iron out” any differences if it was possible.

I was a member of the APRC and I remember at the meeting with the President, some ministers such as Nimal Siripala de Silva were for more devolution but the President indicating that he was not in favour of devolution of land and police powers to the Provincial Councils. Finally the APRC members signed a document, mainly for consumption of India, that the relevant clauses of the thirteenth amendment would be implemented. Needless to say that the relevant clauses would have been be decided by the government of Sri Lanka and not by the government of India.

At the Uva Provincial Council elections in the Badulla district some Tamils contesting as UPFA members have been elected as members of the Provincial Council and it is very likely that the young Thondaman who was nearly killed as a result of a motor vehicle accident would be appointed as a minster of the Provincial Council. It is very unlikely that the people in the Badulla district gave their preferential votes to Thondaman in order to devolve more powers to the Northern Provincial Council as a solution to the so called ‘grievances” and “aspirations” of the TNA and some other Tamil politicians in the Northern Province.

It is also significant that the minsters Nimal Siripala de Silva and Dilan Perera lost their respective electorates Badulla and Haliela. These two ministers are known for their devolutionary politics and though Dilan Perera for all his policies in favour of the thirteenth amendment have come under the wrath of Harin Fernando, Nimal Siripala de Silva has been showered with praise by the person who thought that he could become the Chief Minister of the Uva Provincial Council.  In spite of his devolutionary politics it is very unlikely that Dilan Perera worked for the UNP under the table,  but people have other stories to tell of the other minster from Uva.

Harin Fernando is not a paragon of virtue, as none other than Sajith Premadasa would  testify, and if not for his unauthorized vehicle demonstration after the election, Haliela incident would not have taken place and a proper inquiry into the entire incident should be held. Hiran Fernando behaves as if he as a battalion of 173,000 who can be brought to the street at any time. As Dilan Perera has said Hiran Fernando would be luck to bring 5000 people to the streets. In any event when Fernando talks of briniging 173,000 people to the streets he is having some other plans and not democratically ousting the newly elected administration of Shashindra Rajapakse. Moreover, Hiran Fernando has said he together with the JVP leader in the province would make sure that Rajapakse would not have a peaceful time at the Provincial Council meetings.

Dilan Perera should think hard of his devolutionary politics and unlike Nimal Siripala de Silva has a long way to go. Perhaps Perera has a friendly chat with Thondaman on devolutionary politics and take a decision without much delay and work for the betterment of Haliela people in particular and Uva peasants in general and of course for the SLFP that is certain to be in power under Mahinda Rajapakse at least until 2020.

The west wins at UVA but Mahinda wins the provincial council

All the political parties that contested at the Uva Provincial Council Elections have claimed that they won the elections. This includes Sarath Fonseka and his party who think that some forty thousand votes that they should have received have been cast to some other political party or parties due to some “gilmaat”.  Fonseka may be a good soldier but unfortunately he is not even a bad politician. He simply does not understand politics. It is good for him as well as the country that his party is dissolved as any dream of them becoming the so called third force has vanished to thin air following the election debacle at Uva. However, that does not mean that the JVP has become the third force once again or that they have got the remote control. The JVP at a Presidential Election would poll around 3% of the valid vote and that would reveal the strength of the party. The fact of the matter is that there are no third forces in the country and parties other than the SLFP and the UNP in that order have been reduced to also ran positions. This applies to TNA and Illankai Thamil Arasu Kadchi (ITAK) as well that would cease to exist without the support of the western countries through the dispersed Tamils in the west.

The UVA elections have been won by the western forces, though with minor hiccups here and there, due to default. It is not a victory that was achieved after  a struggle but a victory that was handed over by the SLFP in a platter. It is not a victory for the UNP as they could not even win the Badulla District with  a strong candidate such as Harin Fernando and the entire UNP working for him. It was the climax as far as the UNP is concerned and now they are on the downhill path. Young Hiran Fernando has no future in the UNP in spite of his “manapes” and he had been the much talked about “Billy boy”.   The results  should not have come as a surprise in a country where even so called leading Bhikkus talk in terms of good governance, as if the latter is the Biblical truth. The good governance is a western concept that cannot be applied in Sri Lanka, and these Bhikkus who do not know how to adopt “Dasa Raja Dharma” in the present context could only shout slogans on so called good governance. Good governance could work for Scotland, Gordon Brown the labour leader in Scotland, who is actually led by the English and others, but not for Uva. However, in the absence of Dasa Raja Dharma the humble folk in Uva were bewildered and they had to select between the SLFP and the UNP.

The JHU did not contest the Uva Provincial council elections knowing probably what the outcome would have been. On the other hand the JNP of Wimal Weerawansa contested alone in Badulla demonstrating the support they have in the district. The fact that their candidate won in Moneragala does mean only that the voters prefer the former as an individual and not as a member of the JNP. Had the JNP contested alone in Moneragala as well the JNP would not have won a single place in the Uva Provincial Council. It is clear that the politicized Nationalistic Movement (Jathika Vyaparaya) is in the decline. The Jathika Vyaparaya is presently represented by the SLFP alone and not by MEP, JHU or JNP but how long can the SLFP survive without a truly nationalistic policy.

It is true that it was the SLFP as a political party under the political leadership of the President and the strategical leadership of the Defense Secretary that won the “warfare” against the most ruthless terrorist group in the world supported by the western countries, Jayalalitha and the Gandhi family and the Indian Congress. The SLFP unlike the UNP, the agent of the western forces has a policy independent of the west as far as the Tamil terrorism is concerned. With respect to Tamil racism as well though its policy is not as clear cut as in the case of terrorism, it has a healthy policy irrespective of what the pundits associated with the JHU and JNP have to say. None of these pundits advocated that the 13th amendment should be thrown away soon after the Nandikadal Victory, though now they claim that the government should have done so then. I know personally from the APRC days the President was not for the implementation of the 13th amendment in toto and that he was against giving police and land powers to the Provincial Councils unlike ministers such as Nimal Siripala de Silva. In fact it was after a meeting with the President, the members of the APRC signed a statement to the effect that the relevant clauses of the thirteenth amendment would be implemented for the consumption of India.

It so happens that as far as the nationalistic policies are concerned the difference between the SLFP and the UNP at present is mainly due to Mahinda Rajapakse. If not for the President there is hardly any difference at present between the SLFP and the UNP as far as the nationalistic policies are concerned. However, it has to be mentioned that unlike the UNP, the SLFP is prepared to listen to the Jathika Vyaparaya. The nationalist movement is responsible for the present  state of affairs as the Vyaparaya as a whole has failed to evolve nationalistic policies as far as economy, politics and politics are concerned. When people are asked to select between the SLFP and the UNP they have the task of selecting Mahinda Rajapakse or David Cameron so to speak of. Most of the people may not know who Cameron is but it is a question of selecting either the intuitive nationalism of Mahinda Rajapakse or western policies on development.

The provincial Council elections were a victory for the President as the people had selected him over the western policies. However, at the same time the western policies have come a long way after 2009 Nandikadal Victory in economics and culture though in international politics Mahinda Rajapakse has clearly established his position as a respected statesman. The next presidential election, in spite of Sarath Silva’s arguments would be won by Mahinda Rajapakse and until 2020 the UNP and Ranil Wickremesinghe would not be able to do well at Presidential elections. Ranil by then would be old and the country would be thinking in terms of the next generation.

The people in Uva Provincial Council limits have given a verdict against the non nationalistic ministers such as Nimal Sirpala de Silva and Dilan Perera who lost their Badulla and Halliela electorates respectively. At the same time they have shown the door to Tissa Attanayake who is not another R Premadasa in the UNP to become its leader having come from the non English speaking elite. Attanayake lost his “village” electorate Viyaluva, and soon after the elections to the Provincial council tendered his resignation from the post of General Secretary of the UNP. The UNP is doomed to be the party of the western biased English speaking elite and it is the absence of a truly nationalistic policy in economics culture and politics as far as the SLFP is concerned that would keep the UNP as a force in Sri Lankan politics.

It is the SLFP that has to learn a lesson from the elections. The party has no future apart from the nationalistic policies and it is time the party goes through the report of the Buddha Sasana Commission to find out where they stand after nearly sixty years. The future of the country belongs not to the UNP, the agent of the west and the English speaking elite of the country but to the SLFP, and not even to the JHU or the JNP. However, the SLFP has to go to its roots if the party wants to be the future of the country.

Anagarika Dharmapala

On Wednesday there were few meetings to commemorate the hundred and fiftieth birth anniversary of Anagarika Dharmapala. However, many people, I am afraid, were not aware of the event, and were more interested in the reduction of the electricity bill announced by the President, the previous day. The opposition led by Ranil Wickremesinghe had not at all herd of the hundred and fiftieth birth anniversary of Anagarika Dharmapala, and was busy claiming that the electricity bill had been reduced by Harin Fernando, who is not even the leader of the UNP group in Badulla District. The opposition without slogans, policy, vision, mission or anything else has gone down to schoolboy level making such nonsensical statements. It is very unlikely that they have any regard or respect for or memory of Anagarika Dharmapala. Does Harin Fernando know much about Anagarika Dharmapala?

It is not only the UNP that ignored Anagarika Dharmapala, but the JVP and other opposition political parties as well. As far as the JVP is concerned Anagarika Dharmapala was probably a colonialist who helped the British (English) empire. (If Scotland decides to leave the so called United Kingdom it would spell disaster not only to England but to USA as well.) Leave alone the JVP, what did the splinter groups JHU and JNP do to commemorate the hundred and fiftieth birth anniversary of Anagarika Dharmapala? These two parties are supposed to be nationalistic but it may be that they do not consider Anagarika Dharmapala as nationalistic. Even the Desha Hithaishee Jathika Vyaparaya headed by Gunadasa Amarasekera who was instrumental in introducing Anagarika Dharmapala as a nationalist who fought against the colonialists, ignored the event, as far as I am aware of.

The President took part in a meeting to commemorate the birth anniversary and said that Anagarika Dharmapala was a pioneer of vocational training in the country. The President reminded the audience that Anagarika Dharmapala wanted the youth to train themselves in industrial work and that he was interested in establishing a workshop for match-box industry in the country. The President has also declared the year that commenced on the 17th of September 2014 as the Anagarika Dharmapala year. However, unless a detailed programme is planned out in advance the Anagarika Dharmapala year would have the same fate that Sambuddhathava Jayanthi year had a few years ago.

It may be that the people are not interested in these anniversaries anymore. In 1956 the Buddha Jayanthi was dawned with much fanfare that aroused nationalistic feelings among the people. It led to the victory of fifty six then but one could argue that recently the political victories have already been attained in 2005, 2010 not to mention the Nandikadal Victory in 2009 in the military front. Thus one could say that we did not want any more symbolical victories as such.

However, one should have any idea of what we have achieved during the last hundred and fifty years but more importantly what we could not or have not achieved. Anagarika Dharmapala was very harsh in the words he used and he referred to Kochchiyas Hambayas and others who deprived the Sinhalas of jobs as founded by the English. It is wrong to say that unlike some present day Bhikkus Anagarika Dharmapala criticized only the Sinhalas but not the others. On the other hand there are NGO pundits and others who would lose no time in referring to so called weaknesses of Anagarika Dharmapala sometimes calling him a homosexual and a person who misused the money donated by others.

We should not be bothered by the accusations of NGO pundits as they would echo only the views of the colonialists but we should critically examine what Anagarika Dharmapala did not or could not achieve. An Anagarika Dharmapala was born in the nineteenth century as the Sinhala Buddhists were the downtrodden of all the communities in spite of them being the community that was responsible for the history and culture of the country. It is the Sinhala Buddhist history and culture that prevailed in the country, but the English made sure that the Sinhala Buddhists were discriminated against.

Towards the end of the nineteenth century the situation was so bad that it called for the pancha maha vada including the Panadura Vadaya that awakened not only young David Hewawitharane, but the American Henry Steel Olcott as well. Very few people are aware that the two did not see eye to eye but criticized each other through the newspapers Sinhala Bauddhaya and Sarasavi Sandaresa. Essentially Anagarika Dharmapala was a Sinhala Buddhist while Olcott was an international Buddhist without any nationality as such.

It was Anagarika Dharmapala who reinforced Sinhalaness and Bauddhathva after 1815, but Olcott wanted to separate Sinhalaness from Bauddhtahva thus giving leadership to an hitherto non existing species that could be called Olcott Buddhists. It is these Olcott Buddhists who are still around who criticize the so called excesses of some of the present day Bhikkus. What the Olcott Buddhists would not realize is that if not for these Bhikkus who were involved in “excesses” from the time of King Gemunu to Ven. Migettuwatte Gunanada Thera there would not have been a Sinhala nation in the country. Once Sinhala is separated from Bauddhathva it is easy to weaken the national movement, a fact which Anagarika Dharmapala probably understood by intuition.

As far as Anagarika Dharmapala was concerned there was no Buddhism even internationally without the Sinhalas, a fact that can be said to be correct as far as Theravada Buddhism is concerned. Thus Anagarika Dharmapala wanted Sinhala people to be awakened and save Buddhagaya, which appeared to be a contradiction. In any event Anagarika Dharmapala was able to see  Sinhala Buddhism as a culture in its totality, though he did not spell it out in so many words.

However, it is this Sinhala Buddhism as a culture that some Olcott Buddhists cannot see and they think that Bududhama would be protected without the so called excesses of some Bhikkus. It is the Olcott Buddhists who finally join hands with NGO pundits in attacking the Sinhala Buddhism as a culture and we have to see that these Olcott Buddhists who prolong their political lives due to media circuses and other facilities through the internet and cyberspace are defeated in their own den.

On the other hand Sinhala Buddhists should take steps immediately to safeguard their interests in the present Eastern Province that are being eroded under anti Sinhala Buddhist attacks. Even the Sinhala Ministers in this province do not take action against these activities for the fear of losing non Sinhala Buddhist votes. Such are the perils of English democracy that we have been accustomed to.

Anagarika Dharmapala fought against some colonial activities but was unable to understand that some of the matters he supported were anti Sinhala Buddhist due to the absence of a proper analysis of the events. However, what is more regrettable is the use of the name of the Anagarika Dharmapala and also the “property” that the “dayakes” had donated to the Anagarika Dharmapala by a few who call themselves Sinhala Buddhists for their survival.

The third term of Mahinda

We will return to “Knowledge as construction” may be week after next as the country is in the midst of politics with world leaders visiting Sri Lanka and people going to the polling booths in a few days in Uva. Philosophy has not taken a back seat as even politics is not dissociated from the former. Even in the case of the third term of Mahinda we are interested in a construction due to Sarath Nanda Silva, which had escaped his mind for about five years after the eighteenth amendment became part of the Supreme Law of the country. There have been a number of articles written for or against the argument constructed by Sarath Silva, I myself having taken part in the game. As construction is a non ending process until one attains Nibbana, in my Bududahama, there will be more articles on the subject in the press even after the Supreme Court gives its verdict on the issue.

People abide by the Supreme Court decision not because it is the “correct decision” but since there is no higher court they can appeal to even if they do not agree with the decision. The worldly (laukika) decisions are taken by one or few people whether in the Judiciary or in an ordinary working place and it cannot be said that the correct decision has been arrived at. However, we have no alternative but to go before some worldly authority when we feel that an injustice has occurred. If Sarath Silva was the CJ there cannot be any doubt as to the decision he would have given in this particular case of the third term of Mahinda Rajapakse.

Sumanthiran, the TNA MP has said that Sarath Silva may be working in connivance with the JHU with ulterior motives but we are not interested in them, though Ven. Athureliye Rathana Thera has admitted that he is in the process of drafting a new constitution with the help of Sarath Silva. It is the present constitution we are interested in whether one is in agreement with the eighteenth amendment or not. In any event it is a well known secret that Ven. Rathana Thera does not see eye to eye with the minister Champika Ranawaka both of whom were with the JVP in the eighties in their early student days.

Let us analyze the situation prior to the eighteenth amendment as far as the third term of a President was concerned. There were two articles that should draw our attention in this regard. The first is Article 31 which reads as follows.

31. (1) Any citizen who is qualified to be elected to the office of President may be nominated as a candidate for such office -
(a) by a recognized political party, or
(b) if he is or has been an elected member of the legislature, by any other political party or by an elector whose name has been entered in any register of electors.

(2) No person who has been twice elected to the office of President by the People shall be qualified thereafter to be elected to such office by the People.

The second Article that warrants our attention is 92 which states:

92. Every person who is qualified to be an elector shall be qualified to be elected to the office of President unless he is subject to any of the following disqualifications -
(a) if he has not attained the age of thirty years;
(b) if he is not qualified to be elected as a Member of Parliament under sub-paragraph (d), (e), (f) or (g) of paragraph (1) of Article 91 ;
(c) if he has been twice elected to the office of President by the People; and
(d) if he has been removed from the office of President under the provisions of sub-paragraph (e) of paragraph (2) of Article 38.

Articles 31(1) (2) and 92 have to be read together in order to obtain a clear picture of the situation. Now in Sri Lanka three people were elected twice to the Post of Presidency,  namely JR Jayawardhane, Chandrika Kumaratunga and Mahinda Rajapakse. They were all elected twice before the eighteenth amendment, and let us see what would have happened if they decided to contest (nominated by a political party)  a third time. In this case we have to consider the cases of JR Jayawardhane and Chandrika Kumaratunga separately from that of Mahinda Rajapakse. In the case of the former Article 31(1) was not made use of and no political party nominated either of them for Presidency for a third period, whatever the reason may be. As such the Election commissioner did not have to decide on the eligibility of either of them and there was no need for a Sarath Silva to move the Supreme Court on the eligibility issue. The Presidential Elections were held for a second time since they were elected  without any political party nominating them for Presidency. In fact in the case of Chandrika Kumaratunga Presidential elections were held in 2010 for a third time since she was elected President for the first time.

If Chandrika Kumaratunga was nominated by a political party in 2005 or 2010, the commissioner of elections or the Supreme Court as the case may be would have disqualified her acting under Article 31(2) and 92. However, what is important here is to note that unless a political party nominated her for the Post of presidency there was no way either the Commissioner of Elections or the Supreme Court deciding on her eligibility, as an individual,  to contest at the Presidential Elections for a third time.

Sarath Silva’s position is that according to Article 31(2), Chandrika Kumaratunga became disqualified to contest in 2005 or subsequently, even before these dates were fixed, the day she was elected as the President for the second time, even before the day she took oaths for the second time as the President.  However, 31(2) cannot be read in isolation and it is tied up with 31(1) and 92. Sarath Silva is of the opinion that when Chandrika Kumaratunga, JR Jayawardhane and Mahinda Rajapakse were elected for a second time there was no eighteenth amendment and their “fate” had been sealed by the pre eighteenth amendment constitution. The eighteenth amendment repealed 31(2) and 92(c) and we are now in a different world. However, Sarath Silva says that eighteenth amendment as far as the eligibility criteria are concerned is not valid with retrospective effect, and hence Mahinda Rajapakse cannot contest Presidential Elections in 2015.

However, the question does not arise of Mahinda Rajapakse contesting Presidential elections as it is a question of a political party nominating him for the post of presidency in 2015. Mahinda Rajapakse on his own is not made ineligible as eligibility criteria become operative with a political party deciding to nominate him for Presidency for a third time. Even in the case of Chandrika Kumaratunga a political party is not debarred from nominating her for presidency in 2015, and we would have to await decisions by the commissioner of elections and/or the Supreme Court in case a political party does so, on her eligibility.

Now in the case of Chandrika Kumaratunga, even if one were to argue that she became disqualified to contest in 2005, before the eighteenth amendment, the way the constitution was operative then, after the eighteenth amendment the “obstacles” have been removed. Sarath Silva’s argument is on the criteria as laid down in the constitution that is operative at the time of election to the post of President a second time, and this implies, if the argument is valid, that 31(2) has to be on elections held after the date of election for the second time under the pre eighteenth amendment constitution. Thus even if we go by Sarath Silva’s argument, and assuming that it is valid, Chandrika Kumaratunga would not have been eligible to contest only in 2005 or 2010. However, after the eighteenth amendment she is qualified and it is not a case of eighteenth amendment being made valid with retrospective effect.

In the case of Mahinda Rajapakse the case is very much clear. There had been no third time Presidential elections since 2004 and the eighteenth amendment has come before such third time elections. Even if one were to argue that in the case of Chandrika Kumaratunga a third time Presidential election was held before the eighteenth amendment, in the case of Mahinda Rajapakse no such third time presidential elections had been announced under the pre eighteenth amendment constitution. The next Presidential Elections will be held under the post eighteenth amendment constitution and what is valid as far as eligibility criteria is the constitution after the eighteenth amendment and not the pre eighteenth amendment constitution that was in operation at the time of election of Mahinda Rajapakse as the President for the second time. Chandrika Kumaratunga was not nominated by any political party in 2005 or 2010 as probably the political parties understood the consequences. However, the pre eighteenth amendment constitution belongs to the past and if at all, she would not have been disqualified to be nominated as a candidate at Presidential elections held before the eighteenth amendment. If a political party is interested she could be nominated for the post of President in 2015, as the word thereafter in 31(2) refers to elections held when 31(2) was operative and not thereafter. The words are valid only in a context and they have to be interpreted in a context. They are relative and not absolute.

Whither the opposition

It is clear that the UPFA, with or without the JNP led by Wimal Weerawansa, is going to win the Uva Provincial Council Elections on 20th September. What has to be decided is the majority that the UPFA would gain at the elections. The JHU is not in the “battle field”, and the politicized national movement (Jathika Vyaparaya) is now led by Mahinda Rajapakse. The people who are responsible to the present state of affairs are none other than who politicized the national movement. Those who complain that the President has ignored the national movement have to blame none other than themselves, if that is the case. These people who have not been able to understand the nature of the SLFP have changed their views so many times during the last thirty years or so. The SLFP is the party of nationality (jathikathva) for the simple reason that it has responded to the interests of the nationality, except during the leadership of Chandrika Kumaratunga.

The  national movement had been in existence even before the days of Anagarika Dharmapala as a non political power group that may be even called a pressure group. In the beginning of the twentieth century the Ceylon National Congress was directly involved with politics, meaning power politics, though the power wanted by its leaders was very limited. Anagarika Dharmapala was not after political power and he was not interested in power of any sort. The national movement of those who may be called
“bhasha  premins”  (lovers of language) was not after political power either, but were able to influence the SLFP that was formed later. The SLFP had been influenced by the national movement and victory in fifty six was a result of the latter being able to pressurize the party formed by Mr. S W R D Bandaranaike. However, it was clear that the people did not want the leaders of the national movement to engage in politics, as the political party formed by Mr. L H Meththananda could not appeal to the masses.

Those who thought that they could use nationality to come to power have failed miserably and very often have been confined to media circuses. The SLFP can be influenced by being outside party politics, and this is something that they could have learnt from Mr. Meththananda. However, some of the power hungry politicians learnt the wrong lesson from Ven. Soma Thera whom they thought had established a new political mass base. This does not mean that they had no idea of power politics before Ven. Soma Thera entered the scene, but the Thera whose “mass base” was confined to few electorates around Colombo municipality limits that find most of the people “educated” in western concepts and theories from Literary Criticism to Political Science not to mention Engineering and Medicine, who had “migrated” from the villages, had given the wrong signals and acted as a catalyst in the formation of political parties based on nationality. It may not be too late to correct the mistakes of the politicized national movement, but with its present leadership, it has an uphill task.

The TNA led by the ITAK (or the Lanka Tamil State Party, the so called Federal party) has decided to sacrifice Tamil youth again if possible, in order to retain their hold in politics. The ITAK has changed the leader indicating that the party wants to be more militant in the near future. The ITAK had never shown its true colours to the Sri Lankans at any stage since its inception in late forties long before the “Official Language Act”. The party’s future treasurer Naganathan stated in the debate of the vote of thanks to the first “throne speech” in the first Parliament words to the effect that Sinhala people had won their independence and it was time for the Tamils to win independence from the Sinhalas. The ITAK pretended to be a non violent party but instigated innocent Tamils against the Sinhala people, claiming that they were against the government only. The sathyagrahas were non violent only in name and were aimed at violence against the Sinhala people.

It was the seeds of hatred sowed by the ITAK that finally produced Prabhakaran and the LTTE which was responsible for the massacres carried out against the Sinhala people and the Sinhala Buddhist culture in Arantalawa, Kebitigollawa, Dehiwala, Maradana and other palces including the premises of Dalada Maligawa and Sri Maha Bodhi. The TNA now has declared that they will resort to non violence activities in order to win their demands, most probably the so called rights of the Tamils. This is nothing but a veiled threat against the Sinhala people as the history shows that so called non violent activities finally ended with violence against the former.

The TNA has also said the problem can be solved within six months but they have not identified the “burning problem”. They also claim apparently that power has to be devolved to solve the problem of the Tamils in Sri Lanka. As we have argued over the years around 60% the Tamils live outside the Northern and Eastern Provinces of Sri Lanka and it is never explained how the so called problems of the Tamils living outside those two provinces could be solved by devolving power to the provinces. In any even the Eastern Province does not come into the picture now as the people in that province work within the framework of the present provincial councils to develop their province. It is the Northern Province Provincial Council that is not interested in developing their province as probably they are not interested in solving the “problems” of the Tamils in Northern Province. The TNA that is being manipulated by the west through the dispersed Tamils in their countries want to use the “problems” of the Tamils in order to hang on to the privileges they are enjoying at the expense of the Tamils in the Northern Province. Though the TNA is not involved in Uva provincial council elections directly they may be trying to influence the Tamil voters especially in the Badulla district indirectly against the UPFA in favour of their ally the UNP through talks non violent activities.

The UNP is in utter disarray having failed to get Sajith Premadasa and Ranil Wickremesinghe on the same stage for the Uva provincial council elections. It is more than clear there are factions within factions in the UNP and Sajith Premadasa has no future in politics unless he is able to remove his opponents such as Ravi Karunanayake, Mangala Samarweera from the UNP. As Ranil Wickremesinghe is also trying to maintain his leadership at least until 2020 he is desperately involved in a balancing act that is not going to help the party. The biggest problem of the UNP is that the party unlike the SLFP is  not prepared to be influenced by the nationalist sentiments as from its inception the party has influenced by the Anglo Saxons more than by the Sinhala Buddhists. Harin Fernando has no alternative but to join the SLFP after the elections if he wants to continue in politics.

The Peratugamins have died a natural death against the wishes and expectations of those left over leftists who were thinking of reviving the left movement through the former. The common candidate is not to be seen and the JVP is hell bent in using undergraduates especially in the Moneragala district to create “bheeshanya” if possible. The JVP has no power base now in the country and they are confined to the universities and few work places where they could attract and organise some youth with their hate speeches. Hate is the manthra of the JVP from the days of Wijeweera and at Moneragala one could see how the undergraduates are being used as pawns in this hate campaign. The SLFP should not over react to this hate campaign as the victory is theirs whatever the JVP does in its swan song.
