Why the northern province elections are different

As we have argued previously the Indo Lanka Accord is defunct due to the failure of India to fulfill any of the undertakings on her part as stated in the Accord. Thus there is no case for the thirteenth amendment or the provincial councils whether in the northern province or anywhere else in the country. Further the thirteenth amendment is not the law of the country as it was “passed” by the parliament going against the decision of the Supreme Court that wanted the President to hold a referendum to approve the Clauses 154 G (2) (b) and 154 G (3) (b). The Parliament “passed” the relevant bill as a whole and not clause by clause and hence the thirteenth amendment has to be declared null and void as a whole and not “Article” by “Article”.

The question is being raised by some politicians as to why object to the elections for the provincial council in the northern province when the other provinces are “enjoying” the opportunities provided by the provincial councils. There is a reason for that though many people have forgotten the history of the establishment of the provincial councils through the now defunct Indo Lanka Accord. The so called Tamil problem goes back to the second decade of the nineteenth century when the Legislative Assembly was formed. The English did not give the Sinhala people or their culture the due place and only one member was appointed to represent the Sinhala people who had a history of more than two thousand years and who essentially created and developed the unique culture of the country. The number of Tamil representatives in the legislative assembly was equal to the number of Sinhala representatives which was a glaring discrimination against the Sinhala people. Further the Sinhala people were discriminated against in the professions and the English were very generous when it came to giving privileges to the English speaking Vellalas who had been brought to Sri Lanka by the Dutch as agricultural labourers.   With the limited franchise introduced in 1912 and universal franchise initiated in 1931 the English speaking Tamil Vellala leaders began to lose their privileges in the legislature, professions and the society in general  and the colonial rulers and the Tamil leaders interpreted it as discrimination against the Tamils in general. The “problem” of a few Vellalas was generalized to a problem of the entire Tamil community and the concept of a Tamil homeland was introduced. Tamil leaders decided to use the ordinary Tamils to achieve their ambitions.

Vadukkoddai Resolution of 1976 was the culmination of a process begun by the Ilankai Thamil Arasu Kadchi (ITAK) or the so called Federal Party that had the objective of establishing a separate Tamil State.  We reproduce below relevant sections of the resolution as many people have forgotten   the resolution by now.

“The first National Convention of the Tamil United Liberation Front meeting at Pannakam (Vadukkoddai Constituency) on the 14th day of May, 1976, hereby declares that the Tamils of Ceylon by virtue of their great language, their religions, their separate culture and heritage, their history of independent existence as a separate state over a distinct territory for several centuries till they were conquered by the armed might of the European invaders and above all by their will to exist as a separate entity ruling themselves in their own territory, are a nation distinct and apart from Sinhalese and this Convention announces to the world that the Republican Constitution of 1972 has made the Tamils a slave nation ruled by the new colonial masters, the Sinhalese ,who are using the power they have wrongly usurped to deprive the Tamil Nation of its territory, language citizenship, economic life, opportunities of employment and education, thereby destroying all the attributes of nationhood of the Tamil people.

And, while taking note of the reservations in relation to its commitment to the setting up of a separated state of TAMIL EELAM expressed by the Ceylon Workers Congress as a Trade Union of the Plantation Workers, the majority of whom live and work outside the Northern and Eastern areas,
This convention resolves that restoration and reconstitution of the Free, Sovereign, Secular, Socialist State of TAMIL EELAM, based on the right of self determination inherent to every nation, has become inevitable in order to safeguard the very existence of the Tamil Nation in this Country.

This Convention further declares -
that the State of TAMIL EELAM shall consist of the people of the Northern and Eastern provinces and shall also ensure full and equal rights of citizenship of the State of TAMIL EELAM to all Tamil speaking people living in any part of Ceylon and to Tamils of EELAM origin living in any part of the world who may opt for citizenship of TAMIL EELAM.
that the constitution of TAMIL EELAM shall be based on the principle of democratic decentralization so as to ensure the non-domination of any religious or territorial community of TAMIL EELAM by any other section.
that in the state of Tamil Eelam caste shall be abolished and the observance of the pernicious practice of untouchability or inequality of any type based on birth shall be totally eradicated and its observance in any form punished by law.
that TAMIL EELAM shall be a secular state giving equal protection and assistance to all religions to which the people of the state may belong.
that Tamil shall be the language of the State, but the rights of Sinhalese speaking minorities in Tamil Eelam to education and transaction of business in their language shall be protected on a reciprocal basis with the Tamil speaking minorities in the Sinhala State.
that Tamil Eelam shall be a Socialist State wherein the exploitation of man by man shall be forbidden, the dignity of labor shall be recognized, the means of production and distribution shall be subject to public ownership and control while permitting private enterprise in these branches within limit prescribed by law, economic development shall be on the basis of socialist planning and there shall be a ceiling on the total wealth that any individual of family may acquire.

This Convention directs the Action Committee of the TAMIL UNITED LIBERATION FRONT to formulate a plan of action and launch without undue delay the struggle for winning the sovereignty and freedom of the Tamil Nation;
And this Convention calls upon the Tamil Nation in general and the Tamil youth in particular to come forward to throw themselves fully into the sacred fight for freedom and to flinch not till the goal of a sovereign state of TAMIL EELAM is reached.”

Unlike in the other provinces there will be many candidates at the elections for the provincial council of the northern province who support the Vadukkoddai Resolution with many constituent  parties of the TNA and their members being either represented or being present individually at the “convention”. The Vadukkoddai Resolution advocates and approves the establishment of an Eelam and it is against the sixth amendment to the constitution which states among others the following:
157A. (1) No person shall, directly or indirectly, in or outside Sri Lanka, support, espouse, promote, finance, encourage or advocate the establishment of a separate State within the territory of Sri Lanka.
(2) No political party or other association or organization shall have as one of its aims or objects the establishment of a separate State within the territory of Sri Lanka.

It was not only the LTTE that fought for an Eelam, and those who abide by the Vadukkoddai Resolution will be campaigning in the northern province provincial council election. Would the TNA as a whole or as constituent parties adopt a resolution before the provincial council elections to the effect that Vadukkoddai Resolution is null and void. Politically all these resolutions, Accords, Pacts have been sunk in the Nandikadal Lagoon  with the defeat of the LTTE as the latter was the heir to all of them and was the culmination of the evolution of a problem that has a history going back to the Dutch who brought the Vellalas to Sri Lanka. Nandikadal was the political solution to a “problem” that has not been translated into law by abolishing the thirteenth amendment and the provincial councils. Law is always behind politics, technology and other systems of knowledge in general and it takes some time for Law to catch up in a western style democracy that actually does not represent the view of the people at any given time. The old left and Janavega and other sorts of socialists and liberals who have been elected to the Parliament do not represent the public view which will be asserted if a referendum is held. However, before a Parliament that represents the view of the public is elected and a cabinet is appointed accordingly  or a referendum is held, the government should at least amend the so called thirteenth amendment to have a clause similar to the Article 63 of the constitution that makes it compulsory for the MPs to take an oath to the effect or affirm that they would uphold and defend the Constitution of the Republic, as far as Provincial Council Members are also concerned before holding the elections to the northern province provincial council elections. Otherwise if a majority of members are elected to the northern province provincial council that does not uphold and defend the constitution but abide by the Vadukkoddai Resolution it would spell disaster for the country.

The mythical ethnic problem – II

It is very difficult for a weekly column to write on a topic in instalments as it has to comment on current topics as well. Recently it has become a common phenomenon to observe people coming to the roads and blocking them, setting fire to tyres and making mayhem against some or other police action. Last week at Dematagoda, people from what is known as T 20 Watte, nothing to do with cricket, blocked the Baseline Road apparently over taking some people into custody by the police. The Police claim that those who have been taken into custody are “bad boys” and an inquiry is being held. In any event twenty three have been released on bail, and the police has informed the whereabouts of the others. It is true that the Police has had not a clean track record but people protesting against is a new experience that has to be looked into by the police itself. It is a well known fact that a leading member of the Peratugamee Samajavadee Pakshaya (PSP) who had been a convenor of the illegal Inter University Student Federation was among the protesting people at Dematagoda. The PSP has no mass base island wide and has no strength to stage another 1971 or a 1987-90. It is being used by the westerners for a limited purpose as we have said on few occasions and they have been assigned the task of staging this type of demonstrations so that the police would retaliate probably with the support of the armed forces, and create “human rights violation cases”, for various human rights organisations here and abroad to protest against the government leading to economic sanctions and even perhaps to a NATO attack in the name of R2P and internationalism. There is nothing new about this internationalism as from the fifteenth century the west has taken upon themselves the burden of civilizing the non European nations, a la Macaulay. The west is now civilizing us and teaching how to be democratic and also to respect the human rights of the people. This is nothing but crab theory which in turn is crap, propagated by Macaulay’s children.

Having said that let us get back to the mythical ethnic problem. We have been asking the Tamil leaders and others who talk of Tamil grievances to spell them out for more than two decades but up to now nobody has given a convincing reply. Could at least the Indians who come to Sri Lanka on what may be called field trips and advocate devolution along so called 13 plus, inform us the problem they want to solve? If they are concerned of so called injustices then they should specify them and spell out the solution for each such injustice. In the mean time they could do something to improve the conditions of the Buddhists living in India. There are no injustices caused to Tamils by being Tamils, as poverty etc., can be found among the other communities as well. We have also remarked that more than fifty percent, some would say more than sixty percent but we will have to wait for the 2012 census figures, of the Tamils live outside the Northern and Eastern Provinces, the so called Tamil homelands, and even if more and more power is devolved to those two provinces as a solution to the “injustices”, the majority of Tamils living outside those two provinces would not be affected by such devolution of power. Thus even if one were to assume that there are injustices caused to the Tamils, devolution of power to the Northern and Eastern Provinces is not going to help to solve the problem of the injustices of the majority of the Tamils living in other parts of the country.

I will consider two “injustices” claimed by Tamil leaders. I have discussed these so called injustices for more than twenty five years, but it is good to remind the readers of the same when the LLRC report, which talks of injustices is being discussed in so called international fora. One of the “injustices” is the Official Language Act that made Sinhala the only official language of Sri Lanka (Ceylon). The other is regarding the admission of students to the Universities. Sinhala had been the official language of Sinhale for thousands of years, even if the concept was not there. There was no need to formulate such a concept as it was the only language used in matters concerning the state. Almost all the inscriptions found in the entire island including present day Jaffna are in Sinhala and it also implies that the state not only carried out its activities in Sinhala but communicated with the people also in the same, even after the twelfth century when permanent Tamil settlements were set up in Sri Lanka. Further according to late Mr. Gamini Iriyagolla, whom unfortunately even the so called patriots have forgotten, Sankili as the “king” of Jaffna signed a pact (was it a peace accord?) with the Portuguese in Portuguese and Sinhala, and not in Tamil. It is clear that Tamil had not been an official language at any time in Sri Lanka.

Incidentally we do not have to go by the Portuguese historians who refer to kings and an emperor in Kotte as we did not have an emperor at any time in our history. The Portuguese historians who could not understand the Eksesath Rajya in Sri Lanka tried to grasp the concept within their systems that had emperors and kings. It is unfortunate that the Sri Lanka historians have not made a proper study of the Eksesath Rajya, which was unique to Sri Lanka or Sinhale, and it would not be a bad idea to have an entirely new constitution along the lines of Eksesath Rajya without tinkering the present constitution and wasting time on 13 plus or minus. Eksesath Rajya is a form of unitary state, if I am to use western terminology, and it has maximum devolution as far as administrative purposes are concerned. Whether in Jaffna or Hambantota most of the difficulties arise due to the fact that the people cannot take decisions on problems affecting their day to day lives. We have to devise a way of keeping the politicians away, and giving power to the people in administrative purposes. The politicians should concentrate on policy matters and legislating at the centre, and the powers of the bureaucracy should be restricted to a minimum.

The colonial powers in the areas they controlled used Portuguese, Dutch or English as the “official language”, and under the English, their language became the official language throughout the country after 1815. Thus from 1815 to 1956 English was the official language of the country and there was an agitation commencing in the thirties of the last century to make Sinhala the official language, replacing English. With the official language act it became a reality and no injustice was done to the Tamils by making Sinhala the official language as it had been so for thousands of years before the European colonialists arrived. Tamil had never been an official language and by making Sinhala the official language the Tamils did not lose anything that they had had in the history of the country. I would argue that the ordinary Tamils who were more familiar with Sinhala than with English would have been better off at least marginally by making Sinhala the official language replacing English.

However, there was a tiny minority who were affected by this decision. They were the English educated elite, especially the English educated Tamil Vellalas who dominated the lives of the ordinary Tamils. The English educated Tamils, the darlings of the English colonialists then and now, had to get accustomed to working in Sinhala and it was they who protested against making Sinhala the official language forgetting that English was not there mother tongue. The English educated Tamils as well as those Sinhalas who opposed Sinhala becoming the official language were only playing into the hands of the English who wanted this country to continue as their best colony. It is said that when the English were being chased out by the French, the former had an idea of giving up all the colonies except Sri Lanka (Ceylon) and Trinidad. Most probably they found the best apes in the colonies among the English educated elite of those two countries. Even today some of the English educated in Sri Lanka remember with nostalgic memories that Ceylon was considered as the best colony by the English. In any event it was the English educated Tamils, if at all who were affected by making Sinhala the official language, followed by a section of the English educated Sinhala elite. They wanted to retain English as the official language for the benefit of a minority of less than six percent of the population, which they did not consider as an injustice to the Sinhala people and the Sinhala language that had been the official language of the country before the western colonialists set foot on the island.(12/04/25)

The mythical ethnic problem – I

According to the “accepted” version of the ethnic problem the Tamils are being discriminated by the Sinhalas or the Sinhala extremists, and injustices have been caused to the Tamils after the independence was declared in 1948. This version states the following among others. The Tamil leaders had been very patient with the Sinhala governments and after discussions had failed, as a last resort had wanted in the seventies to establish an Eelam in the Northern and the Eastern provinces, which are the homeland of the Tamils who constitute a separate nation. (This homeland is referred to as the traditional habitats in the infamous J. R. Jayawardene – Rajiv Gandhi pact signed in 1987.) The Tamils had lived in this country as permanent settlers from a very distant past going back to the time Vijaya is supposed to have come to this country. Mahavamsa is a myth that has gone to establish the Sinhala Buddhist supremacy in the country. It is considered on the same level as the Thripitaka (the three baskets of Dhamma) by the Sinhala Buddhists. The Official Language act marked the beginning of the problem while standardization scheme adopted at the admission to the Universities worsened it, after the 1972 Constitution justified the discrimination of the Tamils. Prabhakaran had no option but to engage in an armed struggle and the Tamils had been able to convince the western countries that there is a Sinhala Buddhist supremacy that discriminates against the Tamils. The human rights of the Tamils have been violated over the years culminating with the military operations that saw the defeat of the LTTE, which was a national liberation movement. The diaspora living in the western countries have been successful in convincing those countries of discriminations against the Tamils and violation of human rights, and the west has taken the issue at international fora due to humanitarian considerations. In order to solve the ethnic problem power has to be devolved to the Northern and Eastern provinces so that the Tamils could “govern” those areas looking after themselves.

What many people forget is that S J V Chelvanayakam established the Ilankai Thamil Arasu Kadchi in 1949 long before the Official Language Act and that there has been communal politics before 1948 as has been described by Jane Russell and many other authours. Even these authors only describe and do not analyse the problem, and tend to forget that as far as English colonialists were concerned it all began with the appointment of one Sinhala and one Tamil to represent the two communities Sinhalas and Tamil speaking people that included the Muslims in the Legislative Assembly ignoring the percentages of Sinhalas and Tamils of the population, history and culture of the country. At the beginning there was no Muslim representation, and when the Muslim leaders raised this matter Ponnambalam Ramanathan said he represented the Muslims as well, as they were Tamil speaking. Later English appointed a Muslim member to represent the Muslim community. The Tamil politicians and their theorists also forget that had the Dutch not imported labour for their tobacco cultivation there would not have been a so called ethnic problem. Various people claim that the problem has been internationalized recently but the problem had been internationalized from the very beginning. In fact the problem is not an internal problem as such but a problem created by the western colonialists, especially the English.

How much the west is interfering with Sri Lanka is illustrated by the report of the missing of Premkumar Gunaratnam alias Kumar Mahaththaya alias Mudalige Noel before the official inauguration of the Peratugamee Samajavadee Pakshaya formed by Janarala, a dissident group of the JVP with support from some ex members of the Trotskyite X group. The X group itself was split sometime ago, a section of members calling themselves belonging to an organisation called Peratugamee Pakshaya. It is the other section of the X group which has now decided to work with the Janarala or the dissident group of the JVP either as members or advisors and it is clear that at least the Peratugamee part of the name Peratugamee Samajavadee Pakshaya (PSP) has been given by this section of the X group. The PSP talks of Sinhala Buddhist supremacy, injustices to the Tamils caused by the Sinhala governments, advocates maximum devolution to the Northern and the Eastern Provinces, with a leading official of the Federation of University Teachers’ Associations (FUTA) being one of the ex X group members working with the PSP. It is the PSP that the west plans to use to create unrest, to say the least, among University Students and other youth, and with a leading official of FUTA agitating for increase of salaries of university teachers and for so called democratic rights, supported by UNP and JVP, it is not difficult to predict what these anti Sinhala organisations and individuals are up to. The PSP is doomed to oblivion in time to come the way the other Marxist Parties have gone in Sri Lanka but in the short term they would be able to create havoc in the country.

Whether Kumar Mahaththaya was abducted by the government or not what is interesting is that he has come to Sri Lanka with the “blessings” of the Australian government under the pseudonym Mudalige Noel. It is clear that the Australian government has issued the passport number N 1016123 to this Mudalige Noel knowing very well that he is Premkumar Gunaratnam. It is none other than the Australian High Commissioner in Sri Lanka who has given the details of the passport of Mudalige Noel who is supposed to be an Australian citizen. Apparently the High Commissioner has been there at the airport when Kumar Mahaththaya left for Australia in the wee hours of Tuesday. Mudalige Noel has overstayed his visa and Sri Lanka has the right to send him off without even informing the Australian High Commission in Colombo. However the million (Australian) Dollar question is what made the Australian government to issue an official passport to Kumar Mahaththaya under the name Mudalige Noel. Has he changed his name officially in Australia and if so when did the change take place? In any event Australian Federal government would have known that Kumar Mahaththaya and Mudalige Noel are the same person, and what were the reasons for the Australian High Commission not to divulge these facts to the Sri Lankan government when the latter was searching for Kumar Mahaththaya. This is only one incident regarding the behaviour of the west that has come to light in the recent past but the involvement of the west against the Sinhalas is clear from the very beginning of the colonial rule in this country.

Going back to the mythical ethnic problem what would have happened if the English governor had appointed say five Sinhala members, one Tamil member and one Muslim member as unofficial members to the Legislative Assembly in the first half of the nineteenth century. There would not have been a so called ethnic problem as the Tamil leaders would have known their position and the strength in the country. Instead what happened was that they were accustomed to the idea that the Tamils were equal in strength to the Sinhalas, if not more, and that the Muslims did not have a separate identity but were Tamil speaking people who could be represented by the Tamil leaders. From the time of the Dutch it is clear that the westerners have used the Tamil leaders against the Sinhala people, commissioning a Tamil Vellala Mudaliyar to write a so called history book by the name Yalpanam Vaipava Malai denying the Sinhala kings the right of the Eastern coast of the country, which the Dutch wanted to control. The process still continues and in between we know that the English transplanted Tamil labourers in the plantations as a buffer against any possible uprising by the Sinhala upcountry people whom they were scared of even after massacring the Sinhala leaders in the 1817 – 18 independence struggle by the Sinhalas against the English colonialists. TNA wants nothing but war

It is said very often that the TNA is following the LTTE policies and is adamant that the so called thirteen plus is implemented. However, though it may appear that the TNA is following the LTTE it is not so. It was the LTTE that followed the policies of the TULF, ITAK (Illankai Thamil Arasu Kadchi – Lanka Tamil State Party or the so called Federal Party), TC (Tamil Congress of G G Ponnambalam), Hindu Mahajana Sabai of Ponnambalam Arunachalam formed way back in 1921 as the first racist political organization in Sri Lanka (Ceylon), the racist policies of Ponnambalam Ramanathan that were all instigated by the English. The LTTE did not appear in the political scene all of a sudden and it was only a product of the evolution of anti Sinhala Buddhist policies of the English and of the Dutch prior to that. The Tamil Vellala leaders in Sri Lanka and of course the non Vellala Prabhakaran were used by the English to suppress the Sinhalas especially the Sinhala Buddhists. I do not want to go into details as I have analyzed racist Tamil politics in “An Analysis of Tamil racism in Sri Lanka” and in many articles written to “The Island” and “Divaina” but it has to be re-iterated that had the Sinhalas accepted the Vellala Coomaraswamy – Ponnambalam family as the leaders in the nineteenth century as the English expected, we would not have had the so called ethnic problem. However, it is to the credit of Sinhala majority outside Colombo and the then English speaking Sinhala Christian (both RC and non RC) lay leadership in Colombo that they did not want to follow the majority of the English speaking Sinhala Buddhist leaders in Colombo and accept the aforesaid family as the leaders of Sri Lanka.

The contemporary history of Sri Lanka is full of ironies. The Coomaraswamy – Ponnambalam family (the much talked about Annada Coomaraswamy in connection with the Nelum Pokuna Mahinda Rajapakse Rangahala and the Nelum Pokuna Mawatha was a cousin of the Ponnambalams) belonged to the Vellala clan who were descendants of the agricultural labourers imported by the Dutch for their tobacco cultivation and had been uplifted in the Hindu hierarchical society from Shudra to much more than Vaishya by the Dutch, English and finally theoretically by Shri Arumugam Navalar. The Tamil Hindus in Sri Lanka did not have the same social structure as the Hindus in India and we do not find either Kshathriyas or Brahmins among the Hindus in Sri Lanka. This fact itself shows that the Tamil Hindus in Sri Lanka do not have a history going back to time immemorial but has tried to follow the Sinhala social hierarchy that itself was a recent phenomenon encouraged especially by the English. The Vellalas were equated to the Govigama or better Radala, and the Sinhalas who lived in the Jaffna peninsula when the Dutch arrived in Sri Lanka were absorbed into the Tamil Hindu society and pushed down the social ladder into the Koviar and other castes.

In the first election to the Legislative Assembly held in 1912 with very limited franchise the English had wanted Ponnambalam Ramanathan to be elected as the representative of the so called educated Ceylonese. Perhaps the English were able to maneuver and get the support of the Sinhala Govigama leaders for the Tamil Vellala leader. However opposition came from the English speaking Sinhala Christians and Catholics who were mainly non Govigama and it became a contest between the Vellala – Govigama and the Sinhala non Govigama who had nominated a Karava candidate. The English educated Sinhala Buddhist Govigamas had become Olcott Buddhist (not to be confused with those who studied at the Buddhist schools) Govigamas by that time and the Sinhalese among the English speaking was represented mainly by the non Govigama Sinhala Christians and Catholics. The politics among the English educated Tamil Hindus revolved round wining the leadership of the entire country with the support of the English and at the same time repressing the non Vellala Tamils. It was after the general elections to the first Parliament in 1947 that Chelvanayakam realized that no Tamil Vellala could become the leader of the entire country through elections and he formed ITAK aka FP to fool the Sinhalas, to establish a separate state in the Northern and Eastern Provinces. In order to justify his aspiration he later claimed that the two provinces were Tamil homeland and that the Tamils were discriminated by the Sinhalas. All these aspirations and claims were finally incorporated into the infamous Vadukodai resolution in 1976, that became a basis for Tamil racist politics thereafter. However, by this time the terrorist “boys” had taken up arms not satisfied with the “methods” adopted by the elders to establish a Tamil Eelam.

The terrorists were only carrying out the politics of the elders in the TULF with arms. However there were groups among the “boys” who had another motivation, namely to fight against the Vellala domination in the Jaffna society. While the anti Sinhala campaign was mainly led by Marxist elements among the terrorists, the fight against the Sinhalas as well as the Vellala leadership was carried on by non Marxists under Prabhakaran. Finally the leadership battle among the terrorists was won by Prabhakaran not in Sri Lanka but in the streets of Chennai. The defeat of Vellala Uma Maheswaran symbolized the passing of the leadership to a Non Vellala (Karaivar) Prabhakaran who went on to murder many a Tamil Vellalas before he turned his guns against the Sinhalas. The clergy of the Catholic and Christian churches who mainly belonged to Non Vellala communities supported Prabhakaran. It is ironical that the leadership among the Vellala Hindus had to support a non Vellala with the backing of the Christian and Catholic churches in order to establish a separate state in the Northern and Eastern provinces. The TULF and later the TNA accepted that the LTTE that carried their anti Sinhala campaign as the sole party that represented the Tamils in Sri Lanka. The English had no problem in supporting Prabhakaran as they were interested only in using the Tamil community as a force against the Sinhalas, especially the Sinhala Buddhists. The church leadership in the country as a whole who in their eagerness to defeat the Sinhala Buddhists supported Prabhakaran and the LTTE wholeheartedly, though there were some priests and many laymen among Sinhalas who did not agree with their shepherds.

All these fights were political and the Sinhalas never agreed with the demands of the Hindu Mahajana Sabai or the TULF or the LTTE. At Thimpu if the Sinhalas had agreed with the Tamil racist demands which were supported by the English and the other western Christian nations ( Norway was only the puppet of English and Americans and Solheim a mere messenger whose position was inflated by the western press in order to hide the real culprits the English.) and of course the Indians. The Sinhalas resisted all these forces and even the thirteenth amendment that was based on the Indo Lanka Accord that recognized Tamil Historical Habitats in other words a homeland was rejected. It was clear that the so called peace talks were leading nowhere but to a Tamil Eelam following the little now more later policy of Chelvanayakam and the Tamil racism and it came to a stage that the anti Sinhala campaign had to be defeated in the battle field which is only an extension of politics using the armed forces. The anti Sinhala campaign was finally defeated at Nandikadal and there is no separate political problem to be solved now, as a military solution is also a political solution. Tamil racist politics continue to exist with the backing of the English and the other western Christian countries and if not for the dispersed Tamil community in those countries, the TNA leadership and the Christian clergy, the westerners would have found it difficult to make an issue against the Sinhalas. It is clear that the west is trying to use so called war crimes and the human rights problem against the President and the Secretary to the Ministry of Defense, and the recent letter from Hilary Clinton to the Minister of Foreign Affairs demonstrates what is in store for the country.

TNA realizing that the Nandikadal victory can be reversed only through a military exercise is now preparing the ground for another “war”. This time it is not going to be another non Vellala Prabhakaran who would lead the fight against the Sinhalas but the Anglican Christian David Cameron. The TNA is aware of what they are doing and Hillary Clinton would press the minister G L Peiris to accept that war crimes had been committed in the last stages of the humanitarian operations. The TNA does not want a Parliamentary Select Committee nor anything else but war and only war. The war this time would be fought by the western mercenaries with some remnants of the LTTE, Janarala of JVP, the NGOs again funded by the western governments, the free media people living in the west under the auspices of the western countries and of course some disgruntled elements of the UNP. If the other groups unite under the leadership of the President Mahinda Rajapakse the mercenaries would learn a lesson that they could not learn in the Arab world.(12/02/08 - non published)

LLRC, TNA and the LTTE

My intention is not to comment on the LLRC report which has made a number of recommendations on what is fashionably called reconciliation. The Sinhala and Tamil communities could have lived amicably if not for the Tamil Vellala politicians who were used by the English (British if you wish) to deny the Sinhalas, especially the Sinhala Buddhists their due place in the country and to weaken if not destroy the Sinhala Buddhist culture. The LLRC is another commission appointed in the tradition of the Colebrook – Cameron Commission, which I suppose is the first commission appointed by the English. Colebrook – Cameron took the first step to weaken the Sinhala Buddhist way of life by abolishing the Rajakari system and paving way to introduce the English educational system building on the then existing schools established by the Dutch. Almost all the members of commissions appointed by the governments even after so called independence that gave us limited political independence but not cultural or economic independence, have been products of the schools established by the English, and their thinking is invariably guided by the education that they had received. There are people who have broken away from this educational system and those who have attended so called vernacular schools (the word vernacular demonstrates the contempt that the English had for Sinhala and Tamil) but they are not appointed as members of the commissions appointed in the Colebrook – Cameron tradition.

Though the Jathika Hela Urumaya has objected to the LLRC for going into the root causes of the “Ethnic Problem” I have no objections as such and I am of the opinion that any investigation has to go back to history as far and as much as possible to understand the problem. When I myself was invited to make submissions before the LLRC, I made use of the opportunity to present a brief history of the problem. I knew that the commission would not believe my story as they had been brainwashed with a story created by the English for nearly two hundred years. I wanted them to grill me on my story but unfortunately they followed a different path and one of the commissioners told me that in spite of my logical story they thought that the Tamils wanted some concessions or words to that effect. It was time for me to leave hoping that the government would not buy the story of the commission on the history of the problem. In that sense JHU objections to the LLRC report, though not logical, would make the government think twice on the history of the problem without being guided by the story of the English which the latter had established through their schools and “informal” educational systems.

The question what the injustices caused to the Tamils merely because they are Tamils has been asked without the LTTE, TNA or any other party among the Tamils or some socialists both red and pink among the Sinhalas being able to offer a satisfactory answer. A student from Velvatithurai, the village of Prabhakaran, has come first in the Physical Science (Mathematics) stream at the GCE (A/L) Examination and as a student of Physical Sciences in the Buddhist tradition, I am very much happy for him and his family and the teachers and hope that, he junior to me by almost fifty years, would become a first rate Mathematician or Theoretical Physicist (or even a Chemist) and contribute towards Hindu Mathematics or Hindu Physics in time to come, instead of becoming another Engineer in the western tradition. If he wants to be an engineer he could make a contribution by studying the Sri Lankan tradition, which happens to be the Sinhala Buddhist tradition whether the Tamil racists like it or not, and educate us on the wewa and the other irrigational works and other engineering feats abundant in the Sinhala Buddhist culture. If my memory serves me correct during the time Prabhakaran was alive he did not allow a Tamil student from the Northern or Eastern Provinces to achieve this feat. If anybody had done any injustice to the Tamils it was Prabhakaran and his mentors in the TNA who were proxy to the LTTE in the Parliament and of course the Tamil Vellala leaders of the nineteenth and twentieth centuries.

I do not want to repeat my story of the problem in detail but it can be summarized in few words as follows. The Tamil Vellalas (agricultural labourers) were brought by the Dutch in the eighteenth century for their tobacco cultivation and the present population in Jaffna peninsula are descendants of the Sinhalas who were present in the peninsula (Nagadeepa) then, the Malayalam Wellakaras and the Vellalas brought by the Dutch. The Sinhalas have been absorbed into the Tamil culture after making them members of so called low castes. The Dutch first used the Vellalas against the Sinhala Kings and in the process commissioned a mudliyar to write a bogus history of the Tamils called Yalapanam Vaipava Malai in order to deprive the Sinhala Kings the present Eastern Province. The English as usual were wors than the Dutch and wanted to make the Vellala leaders not only the leaders of the Tamils but the leaders of the entire country. The Vellala leaders were brainwashed with this idea and the English manipulated them against the Sinhala Buddhists and their culture. From the time the legislative assembly was established following Colebrook Cameron, the Tamil Vellala leaders were given an equal or more representation than the Sinhalas thus creating the present problem. The Tamil leaders always fought for so called equal representation with the help of the English governors and officials, and the former went before the other notorious commissions appointed by the English on constitutional amendments to argue in essence that the Sinhalas should not be given the opportunity of becoming the majority in the legislature. Not even the English could make the Sinhalas a minority and with the introduction of the universal franchise, it became obvious that the Vellala leaders could not aspire to be the rulers of the country. However, the Sinhala Buddhist culture has not been given its due place even by the post independent governments. It remains to be the problem of this country and it is the English Christian (Judaic Christian) culture that still dominates the thinking of the so called educated.

SJV Chelvanayakam who realized first that a Tamil could not aspire to become the leader of the country after universal franchise, formed the Illankai Thamil Arazu Kadchi (ITAK – Lanka Tamil State Party) to establish a separate state in the Northern and the Eastern Provinces and the LTTE only followed him with weapons and aid supplied mainly by the western powers. The TNA which is only a remnant of the ITAK, TULF and other Tamil racist political parties is not following the LTTE, as it was the latter that followed the former parties. It is wrong to ask the TNA leaders to drop the policies of the LTTE as it was the LTTE that followed the policies of the predecessors of the TNA leaders. The TNA and the so called diaspora should drop their anti Sinhala policies instilled in them by the English, and join hands with the President to improve the lot of the Tamil people in the country. The Sinhalas, Tamils Muslims and the others living in the country need to improve their living conditions, not necessarily following the western model, and in Sri Lanka the non Sinhalas while adhering to their cultures could join hands with the Sinhalas to develop the country based on the traditions established by our ancestors.

Norway is not alone

Norway has issued a report before the LLRC and what is clear is that the Scandinavian country tries to hide the involvement of UK, USA and other European countries in the so called peace process. Norwegians could have waited for the LLRC report as they have not gained anything special by trying to beat the latter. The involvement of Norway is clear and what they want to hide is their attempt to establish an Eelam in the Northern and Eastern Provinces of the country. The so called confederation that the Norwegians were after was nothing but two states and we are reminded of the Apex bodies that had been proposed in the course of “peace discussions”.

We had Solheim who thought that Sri Lanka was his kitchen and used to visit the country too often. However, the million Krone question is why Norway decided to get involved in the Sri Lankan “peace process”. There were some who thought that Norway was interested in our oil but we always felt that Norway was only a puppet that had some experience in dividing countries, and UK and USA were making use of Norway’s ability in “unmaking nations” to use a terminology in vogue during the hay days of “peace activities”. It is UK more than any other country that is interested in establishing an Eelam due to historical reasons. Though Netherlands (Holland) was instrumental in bringing the Vellalas from present South India and colonizing the Jaffna Peninsula (Nagadipa) without consulting the Sinhala King or the people, it was the English who capitalized on the Vellala people and used them against the Sinhala people in a very systemic and subtle way.

English never gave up and in fact they will never give up with or without Norway humiliating the Sinhalas especially the Sinhala Buddhists and it is very likely that the Norwegians decided to issue the report at this juncture at the insistence of English who probably wants to humiliate the LLRC as well. USA is supporting its former colonial master though the big power has nothing much to gain by establishing an Eelam. The Superpower does not need to establish another country in order to do their business (exploitation), and the pundits would be groping in the dark without learning any lessons on the way the colonial powers work towards the betterment of their cultures and races.

It is also clear that UK, USA and the European Union countries had wanted to occupy the back seat before May 2009, pushing Norway to the “war front”. Even the “surrender” of Natesan and several big shots among the terrorists had been attempted, of course, with ulterior motives. We do not know what happened on the nineteenth of May but whether they came with white flags or not it is a good decision to shoot these terrorists as had they been released they would have immediately acted in collaboration with the western powers to pressurize the government to allow Prabhakaran to get away and settle down in a country of Europe or America. We cannot forget the role played by USA pretending to be a neutral country. All countries other than probably Japan in the so called peace process were keen in helping the Northern and Eastern parts of Sri Lanka to secede and establish an Eelam.

UK (England) and USA have used Norwegians to bully Sri Lanka and so called aid had been promised only if the Government of Sri Lanka were willing to agree to conditions laid down by the LTTE. The terrorists were only marking time but towards the end time was running faster than the western powers and the latter could not do much to rescue Prabhakaran. Since the death of the terrorist leader, Norway has no role to play and UK has now openly taken over the leadership of the anti Sinhala crusade. They will never learn any lessons for the reason that they think that that there is nobody in the world to teach them lessons and they have not given up their domination in world affairs.

It is English who still support the so called Tamil Diaspora, the INGOs, NGOs and others operating in Sri Lanka and also the TNA. It is true that TNA was the proxy party of the LTTE in the Parliament, but it is historically the cat paw of the English. The Vellala leaders of the TNA are the heirs to Ponnambalam Ramanathan, Ponnambalam Arunachalam, G. G. Ponnambalam, S. J. V. Chelvanayakam and Amirathalingam, who were used by the English against the Sinhala people and their leaders appointed by the English in the UNP.

It is unfortunate that the TNA supported by the western powers who give them interviews at the drop of a hat are going round the mulberry bush over and over again. They have objected to various schemes that the government has initiated to uplift the well being of the Tamils and still think in terms of Tamil areas and Thimpu conditions which the armed forces defeated once and for all on the 19th of May 2009. It was a political decision as all military decisions whether humanitarian or not are political decisions. The TNA with the help of the western powers lead by England want the government to enter into talks with them to discuss issues that have been solved by the armed forces. The victory of the armed forces discards al the pacts between the government and the ITKA (Illankai Thamil Arasu Kadchchi – Lanka Tamil State Party established by Chelvanayakam) and also the Indo Lanka Pact and the thirteenth amendment. Why should the government after the military win enter into discussions with the TNA? As a former student of mine reminded would the LTTE enter into any discussions with the government had they won their armed terrorist struggle against the Sinhala people and the government. The LTTE would have established an Eelam with the support of England and the other western powers, and the government would have been left in the abyss. The leaders of the TNA would have joined the government of Prabhakaran and would not have agitated for any talks between the LTTE and the government.

It is no secret that the new Libyan government is not interested in talks with the supporters of Gadafi and no western power has stepped into initiate such discussions. Why should history take a different path when the LTTE that was inspired, financed and in general supported by Norway and the other western powers lead by England lost at their own game. The TNA should remember that the Vellalas and other Tamils are the products of state colonization by the Dutch and the English in the Northern and Eastern Provinces after 1650, and also in the upcountry and that the problems of the Sinhala people due to this state colonization by the colonialists are yet to be solved.

On the elections in the northern province

The so called scientific method, which is long term politics, can take a back seat as we are already lagging behind issues raised by elections to the local government bodies in the northern province. In both case the hand of western Christian colonialism is clear but we will first concentrate on elections in the northern province. The TNA, the TULF and the UPFA won in the respective areas of the leaders conforming to the voting patterns of the Tamil population in Sri Lanka in general. Tamil politics as we have often said is top down and the Tamil people usually do not go looking for leaders. They in general follow the leaders depending on a number of factors the caste being one of the prominent. Except for in the islands around Kayts the Tamil people have followed their traditional Vellala leaders in spite of the fact that the other casts are suppressed by the Vellalas. In the islands around Kayts people voted for the minister Douglas Devananda who has stood up to the terror of the LTTE and also the repression of the Vellala leadership and established a formidable leadership. This does not mean that the development programmes of the government have had no effect on the elections but the leadership factor had been the most important. If the minister Douglas Devananda had been able to establish leadership in the other areas as well the results would have been very much different. However, it is evident that the UPFA has eaten into the vote bank of the Tamil racist parties to a certain extent through the development programmes, but it is also clear that the government has to adopt a different strategy to win elections in the northern province. The politics among the Tamils is very much different from that among the Sinhalas and UPFA has to learn as fast as possible if it were to be successful in the future.

The elections results do not give the message that the Tamil people are for devolution of power or for an Eelam. It just shows that outside Kayts they have only the TNA and TULF leaderships. The fact that that the leaders of these two parties still adhere to the infamous Vadukoddai resolution does not mean anything to the Tamil people. The Tamils in the northern province in general supported the Ponnambalams in the pre state council days and then GG Ponnambalam. Then SJV Chelvanayakam gave the leadership to the Tamils in the eastern province as well from about 1970 until Prabhakaran a non Vellala was able to provide leadership using terrorist methods. He first used terror against Vellalas including Maheswaran, a Vellala terrorist. It was so with Douglas Devananda at the beginning who is now firmly established in the islands around Kayts. The Tamils having lost Prabhakaran have gone back to the TNA and TULF leadership and there is nothing much to read into the election results. The government, rather the SLFP, has to understand the mentality of the Tamil people and cultivate a leadership for the areas other than Kayts as well. The Tamils will not find their leadership and the leadership has to be provided from the top.

It is unfortunate that both Mr. Sambandhan and Mr. Ananda Sangaree try to interpret the results as a verdict given for Federalism. If Prabhakaran allowed elections while he was alive the Tamils would have voted for LTTE and the pundits would have argued it as a vote given for Eelam. In fact not only the ordinary Tamil people even the present TNA leadership without shame accepted the leadership of Prabhakaran and claimed that the LTTE was the sole leadership of the Tamils. If the TNA leadership were to renounce the Vadukkodai resolution, which they should if they are to be considered a serious political party and not one interested in engaging in racist politics claiming that they represent the Tamil people, still the Tamil people would vote for them until a more convincing leadership appears on the horizon. The LTTE claimed to be the sole representative of the Tamils but what happened eventually. The Tamil politics is such that at no stage the will of the public is expressed. What is expressed “officially” is the will of the leaders whether in the northern province or in the Thottam.

Based on the election results and interpreting it as a verdict for devolution of power the TNA leaders gave an ultimatum to the government to come out with a response to their proposals in respect of the so called ethnic problem. The ethnic problem is a creation of the English rulers, just as much the “scientific method” is a creation of the western intellectuals, and with the support of the Tamil racist leaders, the western anti Sinhala Buddhist intellectuals and more recently with the help of the most incorrigible western imitators who are found in the NGOs and the Universities the west was able to propagate in the western world that the Sinhalas were discriminating the Tamils. The solution to the politics of the so called ethnic problem was the over representation of the Tamils in the Legislative Assembly, the fifty – fifty of G G Ponnambalam, Federal solution of Chelvanayakam, which invariably led to the Eelam of Prabhakaran with India trying to force its devolution of power according to the Indian model through the thirteenth amendment, without considering the different histories and cultures of India and Sri Lanka. The politics of over representation, fifty – fifty, Federalism, Eelam and devolution of power continued in the battle fields and as everybody seems to know “war” is continuation of politics by other means. Thus when the LTTE was finally defeated in Nandikadal the whole political process that commenced under the English in the Legislative Assembly lost and there is no going back to any intermediate stage between the Legislative Assembly that did not recognize the due place that should have been given to the Sinhala Buddhists in the country and the Eelam of Chelvanayakam and Prabhakaran. The TNA should realize that the “post war” or “post conflict” situation in Sri Lanka in the words of pundits does not recognize an “ethnic problem” or any new political solution to the problem. The political solution has been given in Nandikadal and the “ethnic problem” had been the non recognition of the due place of the Sinhala Buddhist in the country. All the “solutions” proposed and/or implemented from the time of the Legislative Assembly to the Eelam were geared in the direction of depriving the Sinhala Buddhists their due place in the country. The wish of the Sinhala people was not considered at all, and after Nandikadal the TNA cannot continue to ignore the Sinhala people, a lesson they have not learnt.

I find that there are two aspects to the propaganda by Channel Four of the BBC which is shamefully supported by the TNA against the government and the armed forces or the “Ranaviruvan”. The first is the more obvious of attempting to frame charges of war crimes against the President, the Defense Secretary, and the commanders of various divisions of the Army, excluding the then Army commander Sarath Fonseka. The westerners wanted to use Sarath Fonseka as a “crown witness” but it has failed with the government acting fast. The second objective of the westerners is not to recognize or legitimize Nandikadal as a victory for the Sri Lankan Armed Forces. If Nandikadal is not recognized as a defeat for the racist politics of Tamil leaders (not of Tamil people) then the latter are in a position to claim that the process that commenced in the Legislative Assembly still continues. The west has to be reminded that military victories are victories irrespective of the methods adopted and that even if “war crimes” have taken place there is no going back to previous political positions unless it is reversed by further military actions. We reiterate that politics by any other means including military processes is politics, and the processes cannot be reversed claiming that they were not clean. If it is not the case then white Americans, Australians and other such people should give back the respective land and political power to the so called aborigines as the victories by the whites had been associated with war crimes. I am not saying for a moment that Nandikadal is associated with war crimes, and any attempt by the westerners to frame war crimes is bound to fail. The Channel Four of the BBC is gradually realizing it and this could make the westerners to resort to more drastic attempts to reverse Nandikadal, as the aim of the westerners to destroy the Sinhala Buddhist culture without giving the due place to the Sinhala Buddhists finally is pivoted to Nandikadal. The process that began with the Legislative Assembly and ended with Nandikadal has to be reversed at any cost in the eyes of the western Christian colonialists presently led by the Americans and the jets intruded into Sri Lankan air space do not augur well for the people in Sri Lanka except for the TNA leaders and human rights propagandists who may or may not be in the payroll of western Christian colonialism.

Finally the decision by the commissioner of elections to reduce the number of representatives to six has been opposed by the Tamil racist leaders and so called open minded liberal, Marxist, neo Marxist, post Marxists etc., in the NGOs and the Universities. The decision by the Commissioner is constitutional and hence legal and it is not difficult to understand the reason as to why these racist leaders and others are concentrating only on Jaffna. Why doesn’t anybody objecting to the reduction of the number of representatives in some other districts? The argument that the conditions have not been settled does not hold water as this lame excuse could be brought even after many years claiming that the so called refugees in other countries would come back. In any event the commissioner of elections has not been endowed with the liberty to take a decision on this matter depending on the so called conditions and allocate representatives to the districts, and it is a pity to see that the TNA and TULF leaders have not given up their racist politics. It is also sad to see that no proper preparation is done for the forthcoming census and the grapevine is busy with stories including one based on the argument of unsettled conditions, which claims that a proper head count would not be taken with the usual three stages of counting. This again could be another ploy adopted by the Tamil racist elements to inflate not only the number of Tamil representatives to the Parliament but even the numbers admitted to the Universities from certain districts.
