Indo Lanka Accord and the Provincial Councils - I

During the last few weeks in these columns we argued that the Indo Lanka Accord is now defunct due to the failure of India to fulfill its obligations under the accord. Also we have argued that the thirteenth amendment is not law of the country and that there is no barrier to abolish the provincial councils. If a referendum was held without submitting bills to the Parliament to determine the wish of the people there is no doubt whatsoever that the people would approve the termination of the provincial councils by a two third majority. What the government and the so called nationalist parties in the government should have done was to submit a bill to the cabinet of ministers under the Article 85 (1) of the constitution to abolish the thirteenth amendment. If the cabinet certified that the bill should be submitted to the people by a referendum then a referendum could have been held before the bill was presented to the Parliament. However, my view was rejected by the “nationalist organizations” who clearly have a different agenda.

The Article 85 (1) states: “The President shall submit to the People by Referendum every Bill or any provision in any Bill which the Cabinet of Ministers has certified as being intended to be submitted to the People by Referendum, or which the Supreme Court has determined as requiring the approval of the People at a Referendum if the number of votes cast in favour of such Bill amounts to not less than two-thirds of the whole number of Members (including those not present).”  The cabinet, even if some members are opposed to the abolition of the thirteenth amendment, could not have objected to this proposal to refer the bill to the people as it would have amounted to rejection of the legislative power of the sovereignty of the people which the latter exercised through the Parliament. The cabinet which after all is only a subset of the Parliament derives power from the people and cannot object to going to the source from which power generates. However, the government decided to curtail some of the Articles of the thirteenth amendment through the Parliament making use of  not only Article 82 on the amendment of the constitution but Articles 154 G (2) (b) and 154 G (3) (b) which are in any event not law of the country. The government should not invoke the “articles” 154 G (2) (b) and 154 G (3) (b) to amend any provisions of the thirteenth amendment not only because the so called articles are not law of the country but it goes against the article 82 (6) : “No provision in any law shall, or shall be deemed to, amend, repeal or replace the Constitution or any provision thereof, or be so interpreted or construed, unless enacted in accordance with the requirements of the preceding provisions of this Article.” Any amendment to the constitution, including the thirteenth amendment, has to be made invoking Article 82.

The thirteenth amendment has to go sooner or later as it is not only a “solution” imposed on us by India to a non existing problem of the Tamils but forced on us through the back door by threats and “parippu” or “dhal” diplomacy. What we have is a problem of the English educated Vellalas who projected to the world with the approval of the English that their loss of privileges they enjoyed under the colonial rulers over not only the other Tamils but also the Sinhala people as a whole was a discrimination against the Tamils in general. It is unfortunate that even today many Sinhalas have not been able to grasp this phenomenon. We should not succumb to middle class morality of honouring so called international agreements. The only agreement in this regard is the Ando Lanka Accord which to say the least betrayed our sovereignty. We have argued along these lines since 1987 in “Divaina” and “Kalaya” that is not in publication now, but what is interesting is that the Accord does not define the provincial councils but refers to them as if they had been already established.  It is true that the President, the Ministers and some Public Servants are empowered to enter in agreements with other countries on behalf of the country. However the question is whether they could betray the sovereignty of the people in the process. In the case of the President the Constitution specifically states under the Article 33 (f) that he has the power “ to do all such acts and things, not being inconsistent with the provisions of the Constitution or written law as by international law, custom or usage he is required or authorized to do.” The Indo Lanka Accord is inconsistent with the provisions of the Constitution as it specifies what the Government of Sri Lanka has to do in connection with legislative powers.

However, in their desire to hide this aspect the Indian Brahmins have done a shoddy job and deliberately not defined a provincial council.  Sri Lanka had no provincial councils before the thirteenth amendment and the Accord should have defined what these monsters were. At least they could have said as they had done in paragraph 2.1 reproduced below that the Sri Lankan government “proposes” to establish provincial councils and described their powers and functions briefly. They did not do that but in paragraph 2.2 referred to hitherto non existing provincial councils.

“2.2 During the period, which shall be considered an interim period (i.e. from the date of the elections to the Provincial Council, as specified in para 2.8 to the date of the referendum as specified in para 2.3), the Northern and Eastern Provinces as now constituted, will form one administrative unit, having one elected provincial council. Such a unit will have one Governor, one Chief Minister and one Board of Ministers.” I wonder what happened to the Nyaya Sastra of the Brahmins. Surely the Brahmins knew that Sri Lanka did not have any provincial councils and 2.2 and other paragraphs that refer to provincial councils are meaningless. In case one wonders what paragraph 2.8 is, it is reproduced below.

“2.8 Elections to Provincial Councils will be held within the next three months, in any event before 31st December 1987. Indian observers will be invited for elections to the Provincial Council of the north and east.” Incidentally this is not something that the government of Sri Lanka “proposes” as in the paragraph 2.1 and it is a case where India has meddled with our sovereignty specifying dates for elections for non existing provincial councils. Further the Kautalyas had said that Indian observers would be invited which simply means that the elections would be held under the Brahminic eyes.

The all important paragraph 2.1 states: “2.1 Since the Government of Sri Lanka proposes to permit adjoining provinces to join to form one administrative unit and also by a Referendum to separate as may be permitted to the Northern and Eastern Provinces as outlined below:” The government of Sri Lanka had proposed it while the innocent Brahmin babies had listened to the representatives of the Sri Lankan government! Now where in the constitution of Republic of Sri Lanka it says that provinces are administrative units? The Provinces are not defined at all in the constitution whether as administrative units or not and the poor Kautalya must have turned in his grave if he was not cremated. The administrative units or districts are given in the first schedule of the constitution and the Indian Brahmins had clearly violated our constitution while J R Jayawardhene and his ministers had betrayed the country and the people. It is unfortunate that there was no Mahaushadha among the advisors to the President Jayawardhene to to do what the former did to the Kevattaya.

The above is not the only betrayal by Jayawardhene and infringement of our sovereignty by the Brahmins. The paragraph 1.4 of the Indo Lanka Accord states: “ Also recognising that the Northern and the Eastern Provinces have been areas of historical habitation of Sri Lankan Tamil speaking peoples, who have at all times hitherto lived together in this territory with other ethnic groups:” This is a lie to say the least referring to part of the Ruhunu Rata as well. Here again what right has India got to demarcate a region of the country as a so called historical habitation of Sri Lankan Tamil speaking peoples?   (To be continued)

Thirteen minus not thirteen plus

The thirteenth amendment was forced on us by India following the infamous Indo Sri Lanka Accord, without considering the historical, cultural and geographical background and the Sinhala opinion. India for a long time had acted without listening to the Sinhala majority, without even taking into consideration the importance of Sri Lanka in respect of security of the subcontinent. Delhi listened only to Tamil Nadu, that had ulterior motives and hence to the Tamil Vellala leaders until non Vellala Prabhakaran appeared in the picture. As far as India was concerned there was repression of the Tamils by the Sinhala people but never wanted to find out the truth of the allegations made by the Vellala leaders. India should have at least learnt a lesson at the Thimpu talks that they cannot impose their views completely even on J R Jayawardhane who could not have been considered as the most ardent supporter of the Sinhala views. The delegation sent to Thimpu by the government rejected the so called Thimpu Proposals but India failed to realize that there was a Sinhala opinion in the country against devolution of power to the Northern and Eastern Provinces of the country, based on historical cultural and geographical facts. India wanted the Sinhalas to recognize that those two provinces were the historical habitats of the Tamils failing to come to terms with the fact that the two provinces were creations of the English (British Raj) and that final demarcation of the nine provinces was carried out only in 1889 three years after Ananda Vidyalaya was established, and so much for identifying the Northern and the Eastern Provinces as the historical habitats of the Tamils in the country. The term historical habitats which really meant Tamil homeland as far as the Vellalas and Prabhakaran were concerned was never acceptable to the Sinhala people.

When the Sinhala people were not prepared to accept the proposals of India to solve the so called ethnic problem India applied force on J R Jayawardhane government with what is known as Parippu or Dhal diplomacy. J R Jayawardhane who had been prepared to support the Americans and the English even against India would have been surprised to find that he did not receive any support from his allies in the west when India dropped parippu, threatening to attack Sri Lanka if the government did not obey India. English who created the problem, following the Dutch who brought the Vellaas (agricultural labourers and hence shudras in the Brahmin hierarchy – in this connection one should realize that there are Vellalas in South Africa who had been taken there by the Dutch and that they had not been elevated to a “higher caste” in that country) after 1750 for their tobacco cultivations, would not have supported J R Jayawardhane. In fact it is now known that the English and other westerners knew what India was up to in 1987 and that India decided to “invade” Sri Lanka with the blessings of the western governments.

The English elevated the Vellalas to a hierarchical position in the absence of a Brahmin class in Sri Lanka probably with Shri Arumugam Navalar providing the necessary “theoretical” background later, and used the English speaking Vellalas as a force against the Sinhalas especially the Sinhala Buddhists. Any Indian who is interested in the history of Tamils in Sri Lanka before talking of historical habitats of the Tamils should ponder on the absence of a Brahmin sect in Sri Lanka unlike in India. If the Tamils in Sri Lanka had a long history going back to thousands of years and if they had a similar evolution in Hindu culture there should have been a Brahmin caste similar to what is found in India even today. There is no Brahmin caste among the Tamils in Sri Lanka for the simple reason that there had been no Brahmins (or Tamils) before the Dutch brought the Vellalas and that the Dutch did not import any Brahmins as the latter were useless for them for their tobacco cultivation. The absence of a Brahmin caste among the Tamil Hindus in Sri Lanka also goes to establish that the Tamils Hindus in Sri Lanka do not have a very long history in this country as permanent settled residents.

In 1987 India tied down the hands of J R Jayawardhane and with tied hands he signed the Indo Sri Lanka Accord as he had no choice then. He may not have been the greatest patriot but he would not have signed the document if his hands were free. The thirteenth amendment was not acceptable to the majority of the Sinhalas, except to the NGO and Marxist pundits of many varieties and a few others in the Christian Churches of various denominations (the Marxists most probably would not call them Sinhalas but working class intellectuals). However India used its powers and the Bill was passed in the Parliament with the support of the predecessors of the Tamil National Alliance (TNA). The opposition of the Sinhalas to the accord was manifested in the uprisings by them, which were made use of by the JVP that constituted mainly of Sinhala Buddhist youth in spite of their Marxist rhetoric. The JVP was crushed without India or the westerners having a moment to think of their human rights most probably because the Sinhala Buddhists have no human rights in a western Christian dominated world.

Though the thirteenth amendment is now law of the country, the majority of the Sinhala people never agreed with that, and even Chandrika Kumaratunga the pink socialist with her French connections could not implement it due to opposition of the Sinhalas. It is mainly the non implementation of the thirteenth amendment that prolonged the survival of the LTTE as in spite of their lip service to eradicate terrorism the west and India gave their tacit support to the LTTE in order to crush the Sinhala opinion. Had the Sri Lankan government implemented the thirteenth amendment which has been drafted thinking of Indian historical conditions with dynastic regimes throughout, and not of those of Sri Lanka where we had an Eksesath Rajya (a form of unitary state) from the time of King Pandukabhaya, it is very likely that Prabhakaran would have gone to Nandikadal much earlier, though Tamil racism would have survived with the support of the west. However, the Sinhalas were not prepared to devolve power in order to satisfy the Vellalas, the Indians and the west and finally it was left to President Mahinda Rajapakse to defeat the LTTE though the west opposed it. The President, it appears had been able to convince the Indian leaders that he was determined to crush the LTTE whatever opposition he may have to face. The west that could not save Prabhakaran even at the last moment is opposed to the President and they are now looking for so called evidence to punish both Messrs Mahinda Rajapakse and Gothabaya Rajapakse for the crime of defeating terrorism in Sri Lanka.

If India or any other country thinks that the Sinhala people who were and are opposed to the thirteenth amendment would agree to a so called thirteen plus in order to satisfy the Vellala leadership of the TNA then it is wishful thinking. The Sinhalas will never agree to devolving police powers and land distribution powers to the Provincial Councils and they would make the government to abolish the thirteenth amendment, if not for the problems that the government has to face. The Armed forces (Ranaviruvo) sacrificed their lives mainly against the thirteenth amendment and the question of going beyond that does not arise. The question of the thirteenth amendment was solved at “war” and militarily that legislation has been thrown into Nandikadal. What the government should have done immediately after the defeat of Prabahkaran was to bring in legislature to abolish the thirteenth amendment. It is nothing but hilarious in a way for people to talk of going beyond a legislature that has been defeated at “war”. After all “war” is nothing but politics and Cameron is now saying that there would not be any talks on Falklands. Would Churchill have agreed to discuss with Nazi supporters after the so called second world war. Would Shri Nehru have agreed to talk on Goa after the war. Wars are not outside politics and what has been decided at war can be reversed through war. The west is trying to do that by encouraging and giving support to the dispersed Tamils in the west and the TNA leaders and there are signs that the west wants another “war”, which would be a threat to India as well.

The Sinhala people realize the problems of the government and would not agitate for the abolition of the thirteenth amendment at present. However they will oppose devolution of police and land powers to the Provincial councils and definitely to a so called thirteen plus. What they could finally agree with is a thirteen minus and if the west or anybody else thinks that they could ignore the Sinhala opinion then they have not learnt any lessons.

TNA Nadagama

Nadagama in Sinhala does not mean quality drama in spite of so called adaptations from Nadagam to the Sinhala Theatre. Prof. Gamini Dela Bandara of the University of Kelaniya has brought my attention to the terms “Gee Naluwa” and “Kavi Naluwa” that had been in usage even during Dambadeniya period. However, in this article I am not interested in Sinhala Natya but the behaviour of Sambandan and the other leaders of the TNA which amounts a deadly nadagama at best in common Sinhala parlance. The TNA leadership consisting mainly of Tamil Vellalas who speak English in addition to Tamil, or of so called bilinguals, is attempting very hard to put the clock back by fifty to sixty years.

I have argued in few articles after the humanitarian operations and also in many articles and in a book before and during the operations that Prabhakaran only continued the politics of Ramanathan, Arunachalam, G G Ponnambalam, Chelvanayakam, Amirthalingam and Ananda Sangaree by other means. If the latter campaigned for devolution of power and for Eelam through the legislature at various stages the former adopted what may be called the military method. Of course from the time of Ramanathan, the politics of Tamil leaders have evolved around the much quoted phrase little now and more later of Chelvanayakam, and one could say that the Tamil racist movement that has attracted many a Marxists not to speak of liberals, university lecturers and NGO pundits, also wanted little now and much later. Little now and more later though formulated by Chelvanayakam, if we believe in the implication by his son in law A J Wilson in his biography of the former, has been the main strategy of politics of Tamil Vellalas from the very beginning.

The evolution of Tamil politics has been described by me in many articles and in the book, “An analysis of Tamil racism in Sri Lanka”, and it is clear that it was a movement by the English educated Tamil Vellalas in the Legislative Assembly against the Sinhala Buddhists and their culture in general. The Tamil Vellala leaders who were instigated by the English governors fought against the Sinhala Buddhist culture and the Sinhala people and their leaders again appointed by the English in the nineteenth century. The English were not interested in teaching English to the locals, especially to the Sinhalas, but were interested in breaking the leadership given by the Bhikkus to the Sinhala people imposing various conditions on the Bhikkus. The intrinsic leadership of the Sinhala provided by Anagarika Dharmapalathuma was defeated by the English, the leaders of the Sinhalas appointed by the colonialists and also by the nobodies described by Kumari Jayawardhene, who were trying to become somebodies using Sinhala nationalism also to a certain extent. The UNP that was established in the early part of forties was nothing but a grouping of the somebodies who were mainly Christians and nobodies who were mainly Buddhists, and of course, some so called minority leaders. The leadership struggle in the UNP even at present basically reflects the fight between these two groups, now consisting of somebodies such as Ranil Wickremesinghe and Ravi Karunanayake and nobodies who have become somebodies such as Karu Jayasuriya and Sajith Premadasa, though nobodies like Tissa Attanayake could be found with somebodies such as Ranil Wickremesinghe and Ravi Karunanayake.

The Tamil Vellala leaders were interested in denying the Sinhalas and their history and culture the rightful place that should have been bestowed and in this regard they were used by the English rulers. However, both the English and the Tamil leaders with their propaganda machinery were able to propagate various myths from time to time to tell the world that the Tamils were being discriminated against by the Sinhalas. A so called ethnic problem was created and solutions were offered by parties with vested interests. The English who wanted the Tamil Vellalas to be the leaders of the entire country and the aborted Ceylonese nation tried various tactics in their book until 1931 to achieve their objective. However, the English did a blunder from their point of view giving universal franchise against the protests of not only the Tamil leaders but also of the somebodies among the Sinhala “leaders”. That prevented a Tamil becoming the leader of the country and the aborted Ceylonese nation without the English realizing it.

Since then G G Ponnambalam cried for fifty – fifty, but Chelvanayakam took the most racist decision of establishing the Ilankai Thamil Arasu Kadchi at least six years before the Sinhala Only Act. The so called solutions offered from Bandaranaike Chelvanayakm agreement, the Dudley Senanayake Chelvanayakam agreement to the thirteenth amendment are all geared to solve a non existing problem of the Tamils, but of a problem of Tamil English educated Vellalas. The problem was to deny the Sinhala people and their culture and history their due place and what Chelvanayakam did was to make the ordinary Tamils feel that they share the problem of the Tamil English educated Vellalas. Prabhakaran was the result of a process initiated by Chelvanayakam, and the Vellalas who called the terrorists their boys (our boys concept) thought that the non Vellalas would carry on the “fight” of the Vellalas. However, Prabahakaran had a different agenda and he had to fight against the real oppressors of the Tamils, especially of the Tamil Hindus, namely the Tamil Vellalas. At the same time Prabhakaran who was assisted by the westerners and the Indians fought against not only the Sri Lankan government but also the Sinhala people, especially the Sinhala Buddhists, indicating clearly what the Vellalas instigated by the English and then by the westerners led by USA wanted. The NGO pundits in Sri Lanka whether they were on the pay roll of the west or not justified LTTE killings arguing that the “innocent” Tamils had no other option but to take up arms when they were discriminated against and when the Sinhala government was not interested in so called peace talks.

We all know that discussions had been held with the Tamil leaders such as Chelvanayakam, Amirthalingam, Ananda Sangaree, Sambandhan, but failed due the fact they wanted to solve the problem of Tamil Vellalas under the pretext of solving a non existing problem of the ordinary Tamils. Prabhakaran continued with the same politics with the addition of a fight against the Tamil Vellalas. The Sinhalas will not agree to any devolution for historical, cultural and demographical reasons, and the discussions failed as the Tamil leaders wanted devolution of power to establish an Eelam having failed to become the leaders of the entire country. The discussions, so called solutions including the thirteenth amendment, the terrorist activities are all connected and form a continuous political process. This process has been defeated and any attempt to restart the process with the help of the westerners is a nadagama and nothing else. If the TNA did not have the support of the west and India they would never have attempted to resurrect a dead political process and in that sense the TNA nadagama has grave consequences as it amounts to a breach of sovereignty. Thus it is not only a nadagama but a deadly nadagama which does not have even a scant respect for the Sinhala people. If the TNA and the pundits think that with the help of India and the west they can suppress the Sinhala people then they are sadly mistaken. The thirteenth amendment is not valid in post conflict Sri Lanka in the words of the pundits and it is time that the TNA stopped this nadagama and opted for a paradigm shift and took into consideration the problems of the Tamils, which are not different from those of the Sinhalas, and not the ambitions of the English educated Tamil Vellalas.

Anthima satanata sarasiyav

As I analyze the current political situation I am reminded of the Samasamaja anthem “Sadukin pelenavun den ithin negitiyaw” that includes the stanza ending with “anthima satanata sarasiyav”. Yes, we have entered the final phase of the struggle, though not in a Marxian sense, a struggle that has lasted for more than five hundred years in the entire world since 1492 and in Sri Lanka since 1506. Unfortunately as far as Sri Lanka is concerned the persons who will lead the oppressors in this final phase are not capable of even entering a schoolboy type fight on their own, and are the most incompetent of all such leaders beginning with Lorenzo de Almeida. However, the fate is such that Blake and Clinton come alphabetically after Almeida. It has been a long route from Portugal to Netherlands to Holland to England and then finally to USA nearly missing France.

Western Christian modernity is in its dying stages not according to the Marxist scheme but due to the inability of the system to sustain itself. It cannot achieve its objectives and even to maintain the status quo it has keep on massacring the nature at an exponential rate, and the world as a whole is in debt to nature that should have belonged to the future generations. The technology has not been able to come up with solutions to the tremendous needs that have been artificially instilled into minds of the human beings and the west has pawned the future generations. The collapse of the present world order is imminent and on the knowledge plane it has already happened. It is known that western Mathematics and western Physics probably the most advanced western systems do not have a firm foundation. The talks on knowledge economy, knowledge society are nothing but humbug to mislead the people who are not being trained to think. The worst of those who cannot think are the so called educated people who can only echo whatever slogans that have been created in the west, at seminars workshops etc., organized in three to five star hotels with money loaned to the country by the westerners themselves. In the last analysis we have been forced to pay the west to keep their system going. The slogans pass for knowledge and in more than one sense we live in a slogan society, which itself is a slogan. The internal contradictions are there and even the knowledge system cannot proceed beyond what has been so far created. The writing is on the wall and France most probably will be the first European country to lose prominence. Italy and other western countries would follow with USA finding it very difficult to survive. However, there would be no proletarian revolution, and no working class state would be established in any one of the countries, after the collapse of the respective western Christian modernity states.

In this final phase the western countries led by USA, the most incompetent western leader of the last five hundred years, is fighting hard to maintain its dominant status, and the naked aggression against Libya is only part of it. The panel appointed by Ban Ki – moon on the pretext of getting advice has come out with a report paving way to frame war crime charges against the President, the Defense Secretary and the armed forces. The aim of USA, England and other western countries was to replace the Rajapakses with their puppets that unfortunately includes Sarath Fonseka, by brute force and produce them before a so called international jury and send them to the electric chair. However, it did not materialize and they have taken one or two steps backward as they are incapable of marshalling the forces against Sri Lanka. According to western democracy the legislative, executive and judicial powers should be separated in each country. However, in the present world order it does not work according to that principle as described in the text books and so called peer reviewed journals that publish so called research papers approved by likeminded peers. The more we dissociate from the knowledge of western Christian modernity it would be better for the country. The USA with England playing the role of the lapdog enacts so called international laws, interpret and execute them as the state department pleases. Where is transparency as far as international politics is concerned? Where is that guy Bobby (Blake)? He is hiding behind Ban Ki –moon and is supposed to come to Sri Lanka early next month. The President should not meet him and as far as Sri Lanka is concerned there should be no negotiations with these international cowards who talk like thugs on the panel report submitted to Ban Ki – moon.

I can hear the so called educated people in the country who have been brainwashed with western education clamouring for moderation and balance. Some of these educated are the NGO peace vendors of yesteryear who pontificated that the LTTE cannot be defeated in their weekly sermons through the newspapers. They should advise their mentors masters and mistresses to be moderate and to be balanced, and accept the fact that Sri Lanka has been able to defeat the most cruel terrorist outfit in the world that was sponsored and supported by the USA and England especially through Solheim’s Norway and other Scandinavian countries, not to mention the English speaking countries Canada and Australia, and of course France. The western education has instilled into the minds of the so called educated the values of moderation, having a balanced opinion without them adhering to any of these “august principles”. There is no balanced opinion as such and only dead people can have such opinions. The western education has killed the so called educated people who cannot think and the west uses these spiritually dead bodies to preach moderation towards Bobby and his pals. The west killed our middle path in all walks of life and introduced their dichotomies. We are now gradually going back to middle path and non two valued logics and the west and their henchmen and henchwomen are advised to refrain from preaching balancing acts. The balancing act of the report of the notorious panel is obvious. They blame the LTTE twice or thrice before open their barrage of war crime charges against the Sri Lankan government and the armed forces. Only the educated fools can be deceived by these balancing acts.

As far as the west is considered it is nothing but world domination and the realization by them that their grip on world order is gradually slipping though they have not reached the grease pole levels up to now. They are more aggressive than ever though they are incapable of implementing their own plans for the rest of the world. Very soon the west will come down the pole without any prize for what they have been doing during the last five hundred years. Forget Myanmar, Libya and other Muslim countries, and concentrate on Sri Lanka. The country came under the yoke of western Christian modernity for the first time in 1506 when the majority of people from Dambakola Patuna to Devundara Thuduwa were Sinhala in each of the districts. It is clear that the Portuguese did not understand the Eksesath Rajya we had then, which was not a nation state as such, though resembled such state, referring to the king of Kotte as the emperor, and Seethavaka, Jaffna, Raigama as states, obviously trying to grasp the Sri Lankan society in their eyes. The Portuguese did not attempt to change the demographic pattern of the country. It was the Sinhala king Senerath who settled the Muslims in the Eastern Province and thus changed the demographic patterns of the country during that period. The western Christian modernity from the very beginning has been colonialist. It was the Pope who first divided the world among the Portuguese and the Spaniards. From that day they have had only one ambition. That is to rule the world and establish the “supremacy” of their culture and chinthanaya. In Sri Lanka the Portuguese were responsible for destroying many of the Buddhist shrines and founding churches in the respective premises.

The western Christian colonialism has three components, namely the political, economical and cultural. The Portuguese were more involved in political and cultural colonialism. The Dutch were economical colonialists as well, and introduced tobacco cultivation in the Jaffna Peninsula. They had imported Vellalas from the eastern coast of present South India and that was the beginning of the Tamil racist problem. The Dutch commissioned a Tamil mudliyar to write a history book (Yalpanam Vaipava Malai) on the history of Sri Lanka that is only a book of poems. The Dutch were the first to use the Tamils against the Sinhala Buddhists in order to maintain their dominance in the country. (To be continued)
